Damn, I didn't know they closed in the cities too. That is just one advanced level of WTF?, even for Japan. I know there was an ambulance there, because my JTE saw it (she lives close by), but I'm not sure how far it had to go to get to an operational hospital. It often takes over 90 minutes to go the 36 kilometers to the prefecture capital, on two-lane roads with no shoulder. I've been on them before when cops or ambulances are trying to get through, and there is literally nowhere to move your car to so they can get by. I can only imagine what being a medic in Osaka must be like.
